The mod that adds stockings to the Steampunk outfit seem to bring the stockings over to this newer outfit. This might mean future outfits can't be touched around the skin for fear of this happening.
Overall the picture above shows the result. I have seen this affect only Femani and Humans so far. Elin seem fine and High Elfs work differently.
I can take a look to see if there is a way to fix this but currently I am unsure.
